According to him, the service is intensifying the deployment of technology-driven systems that will allow cargo to be examined through digital risk assessment rather than through traditional manual checks.<\/p>\n\n\n\n<p>Adeniyi explained that the transition forms part of broader reforms intended to improve efficiency in Nigeria\u2019s ports and facilitate trade. He noted that physical cargo inspections often slow down operations and contribute to congestion within port terminals, adding that the new approach would rely more heavily on scanning technology and automated processes.<\/p>\n\n\n\n<p>Under the proposed system, shipments entering the country will be subjected to risk profiling through electronic platforms. Cargo identified as high-risk may still be subjected to targeted inspections, while the majority of consignments will be cleared using digital verification methods. These tools include modern cargo scanners capable of analysing the contents of containers without opening them.<\/p>\n\n\n\n<p>Adeniyi said the plan aligns with the Federal Government\u2019s efforts to strengthen trade facilitation and improve Nigeria\u2019s ranking in global logistics and ease-of-doing-business indicators. According to him, the Customs Service is working closely with other government agencies operating at the ports to ensure that the transition is smooth.<\/p>\n\n\n\n<p>He added that collaboration among regulatory bodies remains crucial because several agencies conduct checks on imported goods. The Customs Service, he said, is engaging these institutions to harmonise procedures and reduce duplication of inspections that often slow down cargo clearance.<\/p>\n\n\n\n<p>Stakeholders at the meeting welcomed the initiative but emphasised the need for adequate infrastructure and training to ensure its success. Representatives of freight forwarding associations and port operators noted that reducing physical cargo checks could significantly shorten cargo dwell time and lower the cost of doing business.<\/p>\n\n\n\n<p>Some participants also stressed the importance of maintaining strong security measures even as the system moves toward digital monitoring. They urged the Customs Service to ensure that scanners and other technological tools remain fully operational to prevent abuse of the new process.<\/p>\n\n\n\n<p>In response, Adeniyi assured stakeholders that the service is investing in capacity building for its officers and upgrading scanning facilities across major ports. He said the goal is to create a system where cargo clearance is faster while still maintaining strict enforcement of customs regulations.<\/p>\n\n\n\n<p>The Comptroller-General further noted that the December deadline reflects the service\u2019s commitment to accelerating reforms within the maritime sector. He explained that implementation would be gradual, beginning with increased reliance on scanning technology before the full phase-out of routine manual inspections.<\/p>\n\n\n\n<p>The move is expected to affect operations at key port locations, including facilities in Lagos and other major maritime gateways where the bulk of Nigeria\u2019s imports arrive.
